Name that raptor!

Finished the last trip with two pictures that I still am unsure about!

I've had decent birders tell me that this is a Merlin... and that this is a Peregrine Falcon!  The facial markings would make me think that this is a Peregrine, although this would be a code 4 or 5 bird in Okanogan, so I'd enjoy a 3rd or 4th opinion!  It was seen in Brewster,

People have been hesitant to call this one!  I thought it was a Golden Eagle, although most of the pictures I've found of Golden Eagles show the white on the underwing, not above.  I have found pictures of juveniles that have white patches above, but don't know if there are other raptors that might have that field mark.
